OPERATING AUTHORITY AND PURPOSE

Pursuant to Sections 59.70(5), 59.69, 59.692, 59.694, 87.30, 281.31, and 145.20, Stats., this department administers the state mandated Private Sewage System Program for all unsewered areas of Racine County, along with general zoning functions for all townships except Mt. Pleasant. In addition, the office administers shoreland, floodplain and shoreland-wetland zoning for all unincorporated areas within the County.

Sanitation duties include soil saturation monitoring and soil on-site investigations, certifying soil testers' reports, reviewing sanitary system plans/applications, issuing sanitary permits and inspecting systems prior to backfill. New duties due to Commerce code changes, could include having jurisdiction over non-plumbing sanitation systems, reviewing subdivision soil data and enforcing maintenance for all systems within the County. The department also administers the Wisconsin Fund Grant Program, which provides grants to eligible homeowners who correct their failing private sewage systems. 

Zoning duties include reviewing zoning applications, checking floodplain/shoreland/wetland status, determining zoning district designations, issuing addresses, filing shoreland contract and variance applications, and issuing zoning permits. Staff will investigate complaints and issue orders/citations as needed to obtain ordinance compliance. Staff provides assistance to the public on a daily basis and supplies requested copies of topographic, aerial and zoning maps. In addition, this office is responsible for coordinating public hearings and providing staff to assist and act as Secretary to the County Zoning Board of Adjustment. 

OBJECTIVES

Work hand-in-hand with the Department of Natural Resources, Army Corps of Engineers, Southeastern Wisconsin Regional Planning Commission, Department of Commerce and local units of government regarding principles of sanitation and zoning. 

Re-educate staff and update the Utilities Ordinance if the proposed comprehensive revision of the state plumbing code is implemented. Make recommendations to the Planning Department for Zoning Ordinance text revisions.

Create handouts to better assist the public on code administration issues.

Expand Geographical Information System (GIS) X-Station capabilities to allow this office to become more efficient and better serve the public.

PRIOR YEAR ACHIEVEMENTS

Redrafted a new County sanitation code and accompanying fee schedule and held public hearings for adoption by the County Board to be effective when the proposed Comm Code package is implemented.

Updated the Septic Tank Maintenance Agreement form.

Provided a County liaison to assist the Town of Dover at monthly planning meetings.

Created a citizen procedure guideline for obtaining sanitary permits.

Placed office information on the County's Internet site for public access.
