OPERATING AUTHORITY AND PURPOSE

The County Executive is elected on a County-wide basis as the Chief Executive Officer of Racine County. The duties and responsibilities of the County Executive are determined by state statute. All resolutions and ordinances adopted by the County Board are reviewed and then approved or vetoed by the County Executive, who then returns them to the County Board prior to the Board's next regularly scheduled meeting. Those items not returned to the County Board by the County Executive automatically become effective without the County Executive's approval. If necessary, the County Executive has the authority to veto individual appropriation measures, although a 2/3 vote of the County Board can override the veto.

The County Executive also selects and supervises the heads of all County departments, except where state statutes provide that the appointment be made by a board, commission or other elected official.

In addition, the County Executive prepares and delivers the annual executive budget and address to the County Board concerning the condition of County government. The County Executive also serves as the goodwill ambassador for the County.

OBJECTIVES

Operate Racine County government and deliver required services to County citizens as smoothly, efficiently and cost-effectively as possible.

Represent the County in appearances before civic, community and business groups, in the media and at public events.

Serve as the County's representative in communication with other counties, the State and the Federal government, speak and write on issues of concern to the citizens of Racine County and promote the County as a place to live, visit and do business.

Work, through communication with Racine County citizens, the County Board and County staff, to develop a vision and plan for the future of the County. 

PRIOR YEAR ACHIEVEMENTS

Decreased the tax rate for the 6th consecutive year.

Held Visioning Process with County Board and County Staff to identify and prioritize goals for coming years. Supported Keefe & Associates study of Ridgewood Care Center.

Met regularly with the Municipal leaders in eastern Racine County to discuss extension of sewer facilities and the possibility of setting up a joint dispatch center.

Reviewed and revised the County's Organizational Ordinance, which describes the departmental structure of Racine County government.

Remodeled and redecorated the 7th floor courtroom in the courthouse, part of a continuing program of restoring and updating courtroom facilities. Also, moved a number of departments within the courthouse and from the courthouse to the service center, to better serve the citizens of Racine County.

Oversaw construction of the Wieczorek Pavilion at Pritchard Park and planned practical and aesthetic improvements to the Courthouse grounds.

Expanded hours at the Workforce Development Center for better service to the public.
