Wisconsin Chapter 115 permits a County Board to establish a special education program for school districts in the County and to create a "Children With Disabilities Education Board" (CDEB). The CDEB provides services for children with hearing, vision and speech problems, cognitive disabilities, learning disabilities, emotional disturbance, physical disabilities, orthopedic impairments, other health impairments, traumatic brain injury and autism. Related services including physical therapy, occupational therapy, audiological services, nursing services, and transportation are also provided.
Special education teachers for all categories of impairments as well as teacher aides, social workers, school psychologists, and program support teachers are employed through the County Schools Office and are assigned to special education services in the eleven school districts operating west of Interstate 94 in Racine County.
Provide special education and related services for the eleven school districts west of I-94 in Racine County.
Provide service, based on each child's individual education program, through a variety of service delivery models.
Provide all services in the children's regular school whenever possible through a variety of service delivery models.
Establish cluster programs (multidistrict classes) to accommodate limited numbers of children in smaller districts.
Provided special education and related services to 1,279 students in Western Racine County and ongoing support services in primary special education programming to an additional 399 students.
Continued to refine implementation of the special policies and procedures required by the Reauthorization of the Individuals With Disabilities Education Act of 1997.
Provided numerous in-service opportunities to administrators, special education staff and regular education staff.
Program review resulted in several significant cost saving opportunities.
