The Child Support Division (CSD) operates under the authority of section 59.53(5) of the Wisconsin Statutes, which directs Counties to contract with the State Department of Workforce Development (DWD) to administer a program of child support, paternity establishment and medical liability support. The purpose of the program is to establish paternity, when possible, and to establish, modify and enforce support obligations. The Division is responsible for about 25,000 cases affecting about 75,000 citizens. Paternity and child support services are extended to all Racine County citizens who apply for assistance with the $10 application fee waived for recipients of government aid. Racine County's CSD helps ensure that children receive the financial support they need.

Legally established paternity in the CSD offices for all cooperative parents of nonmarital children without any court involvement or approval.
Increased overall participation, working in conjunction with the Children First Program, by increasing the number of referrals. Exceeded 1999 figures by 150%.
Achieved a 51% collection rate and 93% paternity establishment rate on IV-D cases.
Initiated a jail negotiation program working with incarcerated participants, (and in cooperation with the Racine County Jail and Children First Program) to receive lump sum payments in exchange for their release and commitment to find employment and remain current in their support. This program results in collections for this department on an average of $25,000 per month and increased enrollment in the Children First Program.
Initiated cases within the federally-mandated timelines.
Pioneered numerous outreach programs and partnerships with Racine area high schools, community centers, civic groups, and employers.
Addressed the needs of our employees in this now highly specialized area of public service through training programs.
