HIGHWAY DIVISION

OPERATING AUTHORITY AND PURPOSE

The Highway Division currently maintains over 335 lane-miles of County Trunk Highways, 16 County bridges and numerous smaller drainage structures, as well as conducting such related activities as mowing, signal repair, intersection lighting and pavement striping. The division operates and maintains six County-owned dams, County-owned gravel pits, and the County's fuel management system, as well as having primary responsibility for the County's Underground Storage Tank Management Program. Highway maintenance also includes pavement repair and resurfacing, shoulder maintenance, vegetation control, safety appurtenances, road drainage, litter pickup, bridge maintenance, ice and snow control, traffic signal maintenance, highway signage and pavement marking.

Under the general direction of the State Department of Transportation, this division provides general and winter maintenance on over 500 lane-miles of freeway and State Trunk Highways within Racine County. The State reimbursement for this program is based on actual labor, including incidental labor costs, machinery allowances and overhead costs as specified in the Actual Cost Agreement, and material purchases authorized by the State Department of Transportation.

The Highway Division also controls, supervises and maintains approximately 700 vehicles and pieces of equipment used in highway and park maintenance and operations. The equipment ranges from small vehicles to large construction-related equipment. This program includes all activities necessary for the operation of the Public Works fleet, including computerized fleet management and parts inventory. The division also operates as a central store for materials and parts for Highway and Park maintenance activities.

Highway operations include planning and engineering staff who plan, design, competitively bid, construct and inspect highway, bridge, park and other major County projects. This office also provides the services of the County surveyor and that office's functions.

The highway operations budget also includes accounting functions for the highway and park funds, with the goal of processing and providing accurate information for key County information centers and providing budget, financial controls, record management, data processing and management reporting.

OBJECTIVES

Maintain County Trunk Highways and State Trunk Highways and freeways in a manner that will provide County citizens with a safe, usable roadway system at a level of service acceptable to the majority of its citizens at the lowest possible cost.

Provide both physical and technical support and assistance to preserve, protect and improve Racine County's infrastructure.

Complete reconstruction projects on County Trunk Highways A , FF and H and expand our efforts on concrete joint repairs well as continue the survey monumentation update program.

PRIOR YEAR ACHIEVEMENTS

Undertaking of engineering of major reconstruction projects on CTH's V and K.

Completion of seal coat projects on CTH A, Y, H, N and concrete joint repairs on CTH C and G.

Completion of major resurfacing projects on CTH's S and J and two projects on CTH K.
