The Human Service Division provides or purchases a wide range of aids and services for elderly, mentally ill, developmentally disabled, physically disabled, abused and neglected children, alcohol and drug abusers, juvenile delinquents, and status offenders. In 1998, we provided services to over 11,000 Racine County residents. Statutory authority for the department may be found in Wisconsin State Statutes, Sections 48.51,and 938.46.
Chapter 49 of the State Statutes gives authority to the Division to administer public welfare programs, including Wisconsin Works, Food Stamps, and Medicaid. In 1998, the average caseload for Medicaid was 5974; for Food Stamps, 2370; for W2/AFDC, 186; for Day Care, 481
The Division also administers funding for four County programs: rabies control, through a contract with the City of Racine Health Department; costs associated with the County Health Officer; rent for the Community Action Agency; and the Juvenile Detention Facility.
Successfully administer Wisconsin Works.
Provide quality services to ensure the safety of our community's vulnerable members.
Maintain funding for early intervention and prevention programs.
Manage the cutbacks in Federal and State dollars, and the limitations on County tax dollars.
Plan and develop a strategy for Long-Term Care redesign that will meet the needs of the County's elderly and disabled population.
Maintain high quality services with a customer focus in the Workforce Development Center.
Administered Wisconsin Works successfully.
Created janitorial job sites at Ridgewood and RCSC for developmentally disabled adults.
Received a national award for the WDC as a model for the delivery of employment services.
Implemented BadgerCare, a new State health insurance program for low income families.
Created the YouthNet, an interactive resource for jobs and volunteer opportunities for youth.
Awarded a Juvenile Accountability Block Grant to enhance services to juveniles.
Reduced the amount of time children are in foster care.
Guidelines for the Community Action Program:
Payments will be made quarterly during January, Aril, July, October in the amount of $4,372
Payments will be made after the acceptance of a quarterly report by the Human Services Board detailing the clients served by Zip code or comparable residence option.
These reports prepared by the Community Action Program shall be for the quarters ended March, June, September, December
