The Information Systems Department supports the County's computer-wide area network and County-wide infrastructure operations. The Department has 15 full-time employees. In 1999, the Department expanded its scope of support to include the County public safety community through the activation of the LEAP project and supported the connection of the City of Racine to the County-wide area network. This activity has fundamentally changed how the County Information Systems is viewed by County municipalities. The County Information Systems Department has also involved both Racine Unified Schools and Gateway Technical College in long range technical planning.
Support the County's daily operations with the proper technology to make the County staff efficient. With the connections of County municipalities, the Information Systems Department's role has begun to change to a more global view of technology strategies for other municipal governments, the State of Wisconsin and education organizations with which the County will need to share information in the future.
Continue to work actively with all County departments to invest in technology which will continually improve the way each department provides service to the community.
Form a County Strategic Technology Planning Committee to provide a vehicle to maintain standards and a consistent technology strategy for the County. With the addition of more municipalities into the County-wide area network and a growing dependency on the Internet, it is critical to have our networks and systems available at all times. There are a growing number of County departments that depend almost totally on County technology and/or the Internet to provide service.
Supported the transformation of the Land Information Systems to support improved public and internal access to information. The work will improve system availability and provide a lower cost "open system" access to information.
Provided the technical support for the LEAP (Law Enforcement Automation Project) technology. This work blurred the line between public safety and the technology we provided. This year a number of Information Systems staff became virtual members of a number of public safety organizations throughout the County. There have also been several projects connected to LEAP that the Information Systems Department has also implemented this past year. The new jail management package, the improved electronic access in the District Attorney's Office, and working with the Courts to provide new electronic access to CCAP are all related projects.
Implemented on-line computer-based training, on-line requisitions with the assistance of Purchasing and Finance, a new network for the Child Support Department, and a new phone system to replace Centrex. The department did all of this while finishing work on the year 2000 issues.
1999 really was a great year to see what the County's investment in technology has accomplished. The ability to deliver instant access to information provides increased service to the community. LEAP and related projects are providing information to protect the public and those who work in law enforcement. The efficiencies and benefits are surfacing every day. IS staff continually to hear stories about how technology has improved service or efficiency.
