Pursuant to Section 59.69, Wisconsin Statutes, Planning Division staff perform land use planning functions for Racine County. This includes short range activities, such as analyzing rezoning requests and conditional use petitions, as well as long range planning activities, such as working with Towns to develop land use plans for the year 2020 and beyond.
Division functions include taking rezoning petitions and conditional use applications from people in the townships of Burlington, Caledonia, Dover, Norway, Raymond, Rochester, Waterford and Yorkville. Staff then prepares publication and public hearing maps. They also review all rezoning requests for consistency with public interest and all conditional use requests for compatibility with the area in which the project is located. Staff also reviews proposed subdivisions to see if they are consistent with good planning principles and the Racine County Land Division Ordinance.
Planning staff also reviews and monitors the Racine County zoning ordinance and subdivision regulations to keep them current with changing technologies, lifestyles and State and Federal statutes and regulations.
As part of the Division's major development and subdivision review process, staff prepares precise neighborhood plans. These plans provide a basis for designing individual developments in proper relation to external features of area-wide concern, such as arterial streets and highways, other existing and proposed land uses, major land use centers, and other similar developments.
Perform assigned functions to promote the health, safety, morals, prosperity, aesthetics, and general welfare of this County.
Work with applicants and local municipalities to review and assess questions related to congestion and overcrowding; safety; sanitation; drainage; the provision of public facilities and utilities; stabilization of property values; appropriate land use; natural resources conservation; implementation of the County's comprehensive plan and municipal, watershed, and regional comprehensive plans; wise use, preservation, and promotion of Racine County's beauty.
Processed, reviewed, and presented at Planning and Development Committee public hearings: 115 conditional use applications, 50 rezoning petitions and 3 text amendments. Processed, reviewed, and presented to the Planning and Development Committee for action: 39 site plan review applications, 17 rezoning petitions and 4 conditional use petitions from Town of Mt. Pleasant, 19 preliminary subdivision plats and 19 final subdivision plats.
Prepared several digital orthophoto maps with multiple information layers using GIS technology. Maps were used for various presentations to towns and to the general public in the form of neighborhood plans, other land use analyses, and inventories.
Provided thorough analysis and written reviews for more than 75 proposed Certified Survey Maps in the Towns of Caledonia, Norway, Rochester, and Waterford.
Met numerous times with various municipalities: the Towns of Dover, Rochester, and Yorkville and the Village of Union Grove concerning town and town/village land use plan development; the Town of Burlington regarding their adopted land use plan map revision; the Town of Caledonia Growth Management Committee and Plan Assessment Committee. Directly provided staff assistance at monthly plan commission meetings to the Towns of Caledonia, Dover, Norway, Rochester, and Waterford.
