The Information Systems Department supports all forms of information delivery for Racine County. The Department supports electronic, voice, print and mail services for the County. The Department is also responsible for the support for the County public safety technology through the ongoing support of the public safety systems. During the past few years, the Information Systems Department has become increasingly involved in the technology efforts of local municipalities within Racine County. The Department supports the E-Government technology initiatives for both County government and the local municipalities through GORacine.org.
In 2002 the County Board accepted the E-Government Committee’s recommended evaluation measures for future technology projects. These criteria have been used for the past few years in the Information Systems Department.
1. Meeting public expectations through a consumer/resident oriented service.
2. Ensuring that the services provided via the web create positive returns on investment, resulting in cost savings for the County.
3. Improving County operational efficiencies by providing services via the web.
4. Improving information about and access to County government by providing services online.
5. Providing new revenue sources from services provided.
The 2003 budget includes funding to begin to move the current HR system to JD Edwards. The E-Government process identified the need to move as much of the County operation as possible to just a few enterprise applications. There will be a reduction in 2003 in the number of PC databases currently in use. The goal is to condense and streamline the remaining databases to increase their function and reduce the amount of redundant data entered. The databases will also be web enabled to make it easier for multiple people to use them. We will continue our effort to web enable our AS/400 applications for internal use and provide more information from these applications on the Internet site. The actual progress of these projects will be dependent on the vendors who furnish the applications.
