OPERATING AUTHORITY AND PURPOSE

The Planning & Development Director is also the Land Information Officer, responsible for modernizing all land records in Racine County. Authority for these tasks comes from Wisconsin Administrative Code Chapter Adm 47 Wisconsin Land Information Program, and Sections 16.967, 20.505 (ie) (ig) (im), and 59.72. The purpose of the Land Information Office is to design, implement and maintain an automated mapping and land information system that can be used economically and efficiently and that permits ready entry, retrieval and exchange of data by and between the various users.

The Land Information Officer coordinates land information projects within the County; between the County and local governmental units; between the State and local governmental units; and among local governmental units, the federal government and the private sector. This Office also reviews and recommends local governmental unit projects for grants from the Wisconsin Land Information Board.
 

 EVALUATION OF PERFORMANCE MEASURES

A goal of this office is to create a mapping system consisting of five required basic elements. Racine County has successfully completed four of these and is well on the way to completing the remaining element, which is topographic mapping. The Land Information System is available on the desks of all employees in the Planning and Development Department. Terminals are also available in the Information Systems Department, Public Works Department and the UW Extension office. CDs containing land information have been provided to numerous municipalities within Racine County as well as to private consultants working with Racine County municipalities. Utilities and other municipalities are considering requesting them. The System is also being used by the Racine County Economic Development Corporation and by the Dover Fire Department.
 

2003 GOALS AND BUDGET STRATEGIES

•    Update existing data files using current staff and enter new ortho-photo maps obtained from the Southeastern Wisconsin Regional Planning Commission.
   
•    Contract for the preparation of the following data files to be displayed as overlays in the Land Information System: navigable water features, township tax unit mapping (two are already completed), drainage districts and major tile lines mapping and sanitary sewer districts and public sanitary sewer lines mapping.
   
•    Complete mapping and automating the existing County addressing system.
   
•    Continue digitizing existing topographic map features.
   
•    Install a metadata program and begin entering metadata.
   
•    Provide Internet accessibility to the Land Information System as operating policies are developed.
   
•    Develop data-sharing agreements with Land Information System users.
   
•    Prepare and provide housing assessment data to the Wisconsin Land Information System.
   
•    Continue to maintain the Racine County Land Information System.
