The goal of the Building and Facilities Division is to
provide an environment that is clean, attractive and accessible to the citizens
of the County who use the facilities. There is also a commitment to provide a
work place that is conducive to employees’ needs with conditions such as proper
climate control, appropriate lighting, and a clean, safe and secure working
environment.
The division of Building and Facilities Management supervises, oversees,
operates and performs maintenance on all County-owned buildings and facilities
except those administered by the Highway and Parks divisions. The goal for the
department is to monitor and assess the condition of all portions of the
facilities, including roofs, walls, flooring, etc., and make informed and cost
effective decisions to extend the service life and improve the usability of the
facilities.
Building and Facilities Management staff perform tasks that include daily
housekeeping services, building and mechanical maintenance repair and remodeling
projects, the operation and enhancement of electrical, security, fire
protection, plumbing and heating, ventilation and air conditioning systems. The
Division also develops and implements a preventive maintenance program for each
building in its charge. In addition, the utility and equipment service contracts
for other County buildings serviced on a daily basis are managed and overseen by
engineering and janitorial staff.
This division provides the technical and planning efforts and cost estimates for
building maintenance and building capital improvement projects and prepares the
designs, plans and specifications required for construction contracts. The
division also administers the competitive bidding process, presents bid
recommendations, monitors adherence to consultant and construction contracts and
inspects the maintenance and construction projects through completion to ensure
the delivery of on-time, quality projects.
This department is currently overseeing and coordinating
projects that will upgrade the Courthouse and LEC. By replacing the antiquated
elevator controls and having an external wall survey done at the Courthouse,
plus having a roof maintenance survey conducted at the Courthouse and LEC, the
Buildings and Facilities Dept will assess the condition of the facilities and
have good working tools to assist in future maintenance decisions needed to
prolong the usability of the buildings.
An achievement in the area of efficient climate control has been the replacement
and upgrading of the LEC D-wing air handler and chiller building automation
controls.
A third, and ongoing goal, is to continue to upgrade the amenities in our
buildings. We are on schedule with this, utilizing both in-house and contracted
services and an improved staff work order system.
