ALTERNATIVES TO INCARCERATION

OPERATING AUTHORITY AND PURPOSE

The Alternatives to Incarceration Program provides sentencing alternatives and pre-trial supervision to the courts for appropriate offenders and defendants. Sentencing alternatives are used to divert selected offenders from incarceration. These individuals are placed in non-jail detention, which may be accompanied by electronic monitoring or phone monitoring. Treatment or community services are other options, which may be ordered. Offenders referred to this program are carefully monitored to ensure community safety and compliance with court orders.

 EVALUATION OF PERFORMANCE MEASURES

One continued goal is to maintain close coordination between the pre-trial Alternatives to Incarceration (ATI) program and the other programs currently operating in the jail. This has been achieved. Together, these programs are providing a continuum of programs and services that are intended to address not only the immediate jail population numbers, but also the underlying causes.
