The goal of the Building and Facilities Division is to provide an environment that is clean, attractive and accessible to the citizens of the County who use the facilities. There is also a commitment to provide a work place that is conducive to employees’ needs with conditions such as proper climate control, appropriate lighting, and a clean, safe and secure working environment following provided policy guidelines.
The division of Building and Facilities Management supervises, oversees, operates and performs maintenance on all County-owned buildings and facilities except those administered by the Highway and Parks divisions. The goal for the department is to monitor and assess the condition of all portions of the facilities, including roofs, walls, flooring, etc., and make informed and cost effective decisions to extend the service life and improve the usability of the facilities.
Building and Facilities Management staff perform tasks that include daily housekeeping services, building and mechanical maintenance repair and remodeling projects, the operation and enhancement of electrical, security, fire protection, plumbing and heating, ventilation and air conditioning systems. The Division also develops and implements a preventive maintenance program for each building in its charge. In addition, the utility and equipment service contracts for other County buildings serviced on a daily basis are managed and overseen by engineering and janitorial staff.
This division provides the technical and planning efforts and cost estimates for building maintenance and building capital improvement projects and prepares the designs, plans and specifications required for construction contracts. The division also administers the competitive bidding process, presents bid recommendations, monitors adherence to consultant and construction contracts and inspects the maintenance and construction projects through completion to ensure the delivery of on-time, quality projects.
This division is currently overseeing and coordinating projects such as the construction of the Sheriff’s Communications Center, Public Works facility boiler installation, covering of LEC exterior duct work, epoxy coating of the Jail shower stalls, Jail control pod workstation & CCTV upgrades, plus numerous other capital projects. These projects are being completed on budget and within acceptable time frames.
The Building & Facilities Management Division has continued to utilize and implement a computerized work order system that tracks and produces orders for division employees to perform preventive maintenance and up keep tasks at all assigned facilities. Since 2001, the number of recorded work requests has increased by 14.5% and 2003 is currently on pace to produce even more.
As a continuation of a process started in 2000, the Building & Facilities Management Division has restructured many annual service contracts in an effort to reduce services and provide annual operational savings. The year 2003 operations budget contained contracted services budget savings of approximately $90,000 compared to the values budgeted in years since 2000.

and control operations in an effort to continue efficient utility usage. | |

costs. To use budgeted funds and allocated staff to provide services to the
