Robert Flancher, District Attorney
Connie Cobb-White, Victim Witness Coordinator
The Racine County Victim Witness Assistance Program is responsible for ensuring that the rights of victims and witnesses are enforced. Chapter 950 of the Wisconsin Statutes gives counties the responsibility to enforce certain rights for crime victims and witnesses. This office enforces those rights and acts as an advocate to ensure that victims and witnesses are treated with dignity and respect.
The Victim Witness Assistance Program will continue to operate under the guidelines as set forth in chapter 950 and under the direction of the Racine County District Attorney’s office. The Victim Advocate Unit will function under the guidelines of the Victim of Crimes Act (VOCA) grant with the necessary reports and evaluations as directed by the Wisconsin Department of Justice.
The Victim Witness office maintained the goals as outlined in the 2003 budget goals and strategies. The office continues to work closely with law enforcement and local service providers to offer assistance to crime victims. The staff of this office has assisted approximately 1,300 clients in court and has communicated with approximately 27,000 clients in 2002.
